If approved, the RFP would allow Appalachian Power to own one or more wind projects or purchase the output from wind projects.
Appalachian Power has issued pre-qualification documents for parties interested in bidding on an up-coming Request for Proposal (RFP) for up to 150 MW of wind power.
The utility provider currently has one million customers in Virginia, West Virginia, and Tennessee (as AEP Appalachian Power). It is a unit of American Electric Power, one of the largest electric utilities in the U.S., and delivers electricity to nearly 5.4 million customers through 223,000 miles of distribution lines in 11 states.
The RFP will seek proposals that would allow Appalachian to own one or more wind projects or purchase the output from wind projects under one or more 20-year renewable energy purchase agreements. Appalachian currently purchases generation from a total of 375 MW of wind projects within PJM.
Wind projects selected by Appalachian through the RFP process will be reviewed for regulatory approval by the Virginia State Corporation Commission and the Public Service Commission of West Virginia.
The regulatory process means wind project of a pre-qualified bidder must:
- Be located within Virginia, West Virginia, eastern Indiana, Kentucky, Maryland, North Carolina, Ohio, or Pennsylvania,
- Be interconnected to the PJM Regional Transmission Operator (RTO), and
- Have a minimum nameplate rating of 40 MW.
The project must be commercially operational by December 31, 2017. Pre-qualification forms must be returned by January 29, 2016, and bidders will be notified by February 12 — the same day that they are expected to receive the RFP. Final proposals will be due April 1.
